Mr. Konstantinos Koutsoukos is an A.U.Th. graduate Traffic Civil Engineer and a member of the “Egnatia Odos SA” (EOAE) officials since 1997. The company’s scope is the design, operation, maintenance and exploitation of the Egnatia Motorway. Mr. Koutsoukos occupied various senior management positions and, in 2006, he was appointed as Toll Operation Manager responsible for the operation of the tolling system along the Egnatia Motorway. He has a professional experience of more than 25 years, both in Greece and in the USA, and he is specialised in the field of Traffic Engineering Projects. His experience includes a six-year period in a USA state body in Texas responsible for the design of Intelligent Transportation Systems (ITS) motorway projects and track-guided modes of transport.
He is an Aristotle University of Thessaloniki graduate (1988) and holder of two post-graduate degrees: a Master of Science in Civil Engineering acquired at Minnesota University (scholarship) and an MBA acquired at Texas University (scholarship).
As “Egnatia Odos SA” representative, he was a General Secretary (2014-2016) and a founding member of the Hellenic Association of Toll Road Network (HELLASTRON). The organization was founded with the participation of all tolled motorways and infrastructures currently operating in Greece, a network covering a combined motorway length of 2,500km. In 2014, he was an elected member of the European Association of Operators of Toll Road Infrastructures – ASECAP (Executive Committee – COMEX), and a representative of the eight Greek motorways. Since 2002, Mr. Koutsoukos has been the Greek representative in the European Committee with regard to issues pertaining to e-tolling and interoperability, and a founding member of the Tunnels Administrative Authority (DAS) since 2007. DAS is the authority responsible for licencing all tunnels along the Greek motorways. He is a member of the Technical Chamber of Greece (TEE) since 1989, and a member of the American Society of Civil Engineers – ITE. Mr. Koutsoukos has numerous published papers presented in both World and Greek conferences in the field of traffic engineering. For one of the earliest ones, Mr. Koutsoukos was awarded the best paper prize in the Transportation Research Board Conference held in 1990, in Washington D.C. In 1995, his name was included in the 29th Edition of Who is Who in Finance and Industry, both for his professional activities and his involvement in the field of Finance.
